I agree that this file need no longer be secret. It was made so originally in connection with considerat- ion of whether certain Chinese should be reappointed to the Councils.
I also agree that next year there should be separate files for the Legislative Council and Executive Council.

Would you please see the despatch at 44 and 45 regarding the provisional appointment of Mr. C.C. Roberts to the Legislative Council and Executive Council. 44 was evidently sent before the receipt of our telegram at 43 pointing out that H.M.'s instructions were not necessary in the case of provisional appointments to the Legislative Council. ? as in drafts herewith.
I assume that the form of gazette notice No. 515 enclosed with 44 is in order although these appointments, have not in fact been referred to the Palace.
